The cliffhangers in the anime are dumb, though. They're not even at good spots. Last week's cliffhanger was whitebeard shouting that he told Ace to go after Blackbeard. Yank yank. In the manga it was the scene where the two tidal waves were about to crash down on Marineford. Now instead that cliffhanger was reserved for a commercial break. In the previous episode it was Whitebeard's ship flying through the sky in the cheesiest way possible. It's just flat-out poor pacing.
As far as filler content goes, though, they definitely added a bit more fluff to the opening fight sequence, which I quite enjoyed. There's a lot of room for extra content as long as they don't waste too much of it with people just "thinking" the same thing over and over. Tashigi analyzing Mihawk's sword was cool, but otherwise it was just:
(Mihawk jumps up onto the ledge)
"Looks like Mihawk is going to make a move."
"So Mihawk is going to fight, that's unlike him."
"Oh, so you want to fight, Mihawk?"
