Not knowing anything, and going by that description it would seem that is the default method, this was pretty engaging for at least the first episode as the mind gnaws away at what could possibly be 'off' about this place and what these characters could be doing here with a giant cube floating in the sky. Speculation immediately settles on some sort of simulation or fake world for the deceased with missing memories and the like, but hopefully Kowloon has more tricks up its sleeve.
Also, for art, this looks like the late 90's remake of an early 90's ova, and I mean that in the best way possible. Nico Robin's voice actor certainly caught my attention and she wasn't squandered as the B version of main girl. Definite recommend for the... nostalgic.
